Byrd decided to offer the amendment after being approached by the group that is seeking to raise $100 million for construction of the monument to the slain civil-rights leader, according to his spokesman. Byrd, who is up for reelection in 2006, is the ranking Democrat on the Appropriations Committee.
Minority Leader Harry Reid (D-Nev.) asked whether the amendment was intended to inoculate Byrd politically, responded: “Every amendment that we all offer deals with our survival. That’s what we all do here.”
